ITV News reported that Rohan, a 21-year-old man with Kleefstra syndrome, lived at Blue Ribbon’s Millbrook service in Preston, Lancashire, England. His parents, Liz and Ian, described his two-and-a-half-year stay as a “nightmare,” alleging severe neglect, unsafe and unhygienic conditions, poor communication support and long periods without going outside. Blue Ribbon disputed parts of the account and said concerns were investigated. Rohan now lives elsewhere in Preston and is happy and healthy.
